CPT Scott Davidson USA. RET has more than 14 years of professional consulting and contracts management experience supporting Federal Government Contractors. Scott is the Managing Principal at The GCO Consulting Group (GCO) a growing Service Disabled Veteran Owned Small Business (SDVOSB) that is focused on GSA Schedule Consulting, Federal Business Development Strategy and Federal Contract Compliance Support and to Small and Large Businesses. In his role at the GCO Consulting Group; Scott provides specialized management consulting expertise in GSA Schedule Contracting Compliance, Federal Contract Management & Compliance services and Federal Proposal and Business Development support for all sizes of business from Small Businesses to Fortune 500 clients. Scott has prepared, negotiated and had awarded over 300 GSA Schedules since starting the firm in 2009. Scott’s focus areas also include GSA Schedule audit and litigation support and has provided audit and data analysis support for GSA Schedules for clients responding to over 30 GSA Office of the Inspector General investigations in which the disposition of findings was favorable for the clients. Prior to The GCO Consulting Group Scott served as the Director of GSA Schedules for the URS Corporation (Ranked 248 on the Fortune 500) in which he was responsible for the management and contract compliance of URS’s Federal Division’s GSA Schedules Program Office. Scott was responsible for the management of all the Federal Services GSA Schedules which generated over $300M a year in revenue for the company. Scott served honorably in the United States Army as both enlisted soldier and a commissioned Officer and has served multiple combat tours throughout Southwest Asia to include Iraq and Afghanistan and is the recipient of the Bronze Star Medal. Scott was Medically Retired from the United States Army for Combat Related Injuries during his tour in Iraq in 2007. Military Service: Scott participated in offensive operations during his tours (2003, 2006-,2007) in Iraq and his time spent in Afghanistan. Scott’s military focus during his 2006-2007 deployment was Counter-IED, Convoy and Vehicle Security, Counter Insurgency and Counter Terrorism as it related to Al Qaeda in Iraq. Scott also worked on protocol and diplomatic missions throughout the theater of operations. Scott also has extensive training in Missile Defense and Air Defense Artillery. Scott also served on the American Legion’s Small Business Task Force and participates in the review of Small Business Legislation and Proposed Rule Making that affects Veteran Small Businesses on behalf of the task force. Scott has also participated in multiple Small Business Legislative Round Tables on Capitol Hill on behalf of the Task Force and supports the Chairman of the Office of Veteran Business Development for the Small Business Administration through this role. Scott has been engaged to speak on all ranges of Government Contracting topics for the Small Business Administration, The Department of Veteran Affairs, The Small Business Development Center (s), Dun and Bradstreet, New York University, City University of New York, Venable LLP, Thompson Hine LLP, Kilpatrick, Townsend & Stockton LLP, Syracuse University, Texas A&M, National Contract Management Association, Federal Publication Seminars and The National Coalition of Service Disabled Veteran Owned Small Businesses.
As the Director, Isabella assists in setting strategic goals for GOVCON OPS, mapping out operational plans and focusing on ensuring that the proper resources are found and utilized suitably for all facets of government contracting. She also helps spearhead the Veterans Resource events as Director of Events, working closely with potential sponsors, non-profit organizations, Veteran Service Organizations, political leaders, and additional event partners to ensure that Veterans receive the best fundamental resources at each of the organization’s unique events.
A native of Brooklyn, Isabella credits her strong work ethic and organizational skills as the bedrock of her success. She cultivates teamwork and strong communications to ensure her team is always on the same page, and her innate sense of compassion and empathy is very important to her work with Veterans and Caregivers.
Michael Phipps has over 20 years of commercial and public sector experience with a strong background in government contracting and has directed operations for corporations with onsite management in the United States, Middle East & Asia.
Mr. Phipps has proven experience managing business operations for international corporations, working in over 20 countries. During his career Mr. Phipps has worked on a variety of prime and subcontracts with experience in Project Management, Base Operations Support, Language Services, Logistics and Information Technology. Mr. Phipps has managed complex international programs and has led successful operations into some of the most volatile areas of the world.
Mr. Phipps served nine years in the U.S. Army Reserves and Active Duty and is a former US Army Ranger.
Mr. Phipps currently is the Chairman of the SBA’s Veteran Small Business Affairs Advisory Committee. Mr. Phipps also is a founding member of the American Legion’s Small Advisory Task Force, formed to educate The White House, Congress and The Legion Posts about Veteran’s business issues while developing methods and tools to assist veteran-owned small businesses.
